The debris was associated with balloon technology, but the public was not told that it was connected to Project Mogul, a highly classified programme intended to detect evidence of Soviet nuclear testing. The weather-balloon story was not entirely fabricated. Recovered Roswell debris included components that resembled ordinary balloon and radar-reflector equipment: foil-backed material, paper, tape, rubber and lightweight structural pieces. From a narrow technical perspective, therefore, the correction moved closer to reality than the original “flying saucer” announcement. The recovered material was not an extraterrestrial craft. It was associated with balloon-borne technology operating in New Mexico during the same period. The problem was that the public explanation simplified the event so aggressively that it failed to match what witnesses believed they had seen. What It Left Out About Mogul
The most important omission was not the balloon itself but its purpose. Project Mogul was a top-secret Cold War intelligence programme designed to detect Soviet nuclear tests through acoustic monitoring of the upper atmosphere. The irony is that the later discovery of Project Mogul both strengthened and weakened suspicion at the same time. It strengthened suspicion because it proved that a genuine cover story had existed.
