How Test Dummies Became Alien Bodies

Introduction
The most controversial part of the Air Force’s Roswell explanation was never the debris. By the 1990s, the 1947 Project Mogul balloon theory addressed the reported wreckage, but it did not explain why many later witnesses claimed that small humanoid bodies had been recovered. In response, the Air Force devoted its 1997 report, The Roswell Report: Case Closed, to a different question: how stories of alien corpses could have developed decades after the event. Its answer was that witnesses had blended memories of high-altitude test dummies, recovery operations, military accidents and other events from the 1950s into a single narrative that later became associated with Roswell. High-Altitude Dummy Drops
The Air Force focused on a series of post-war research programmes that used anthropomorphic test dummies—human-shaped devices designed to study the effects of high-altitude ejections and parachute descents. During projects such as High Dive and later Excelsior, dummies were lifted by balloons to extreme altitudes and then released for testing. According to the 1997 report, these dummies possessed several characteristics that later appeared in Roswell body accounts:
- Human-like but not fully human appearance.
- Bald heads and simplified facial features.
- Artificial skin made from synthetic materials.
- Flight suits and specialised equipment.

The report argued that witnesses who encountered such devices, or heard second-hand descriptions of them, could later have remembered them as non-human beings. A central feature of many Roswell body narratives is the arrival of military personnel who allegedly recovered bodies and removed them from the scene. Rather than dismissing these reports outright, the Air Force argued that witnesses may have accurately remembered genuine military recovery operations—but from a different period and for a different purpose. Dummy retrievals often involved substantial logistical activity. Recovery crews arrived quickly, secured the area, loaded the test device onto vehicles and transported it for analysis. The Air Force report emphasised that these operations used equipment that could easily be interpreted as body-recovery procedures:

The report specifically noted that several witness accounts described military vehicles and aircraft similar to those documented in dummy-recovery records. Rather than seeing this as evidence of an alien retrieval, Air Force investigators viewed it as evidence that witnesses had observed real recovery operations associated with aerospace testing programmes. The Memory-Compression Argument
The most important element of the dummy explanation was not the dummies themselves but a psychological claim about memory.
The Air Force acknowledged a major problem: the dummy programmes occurred mainly in the 1950s, years after the 1947 Roswell incident. To address this discrepancy, the report proposed what it called a process of temporal compression or memory consolidation. According to this theory, people who recalled events decades later combined separate experiences into a single remembered episode. Under this interpretation:
- Witnesses remembered unusual military activity around Roswell.
- They later remembered dummy recoveries, parachute tests, aircraft accidents or medical evacuations.
- Over time, these distinct memories became merged.
