While posing with debris that the military publicly identified as a balloon, Ramey was also holding a sheet of paper. The memo exists because Fort Worth Star-Telegram photographer J. Bond Johnson captured a series of photographs on 8 July 1947 while Ramey displayed recovered debris to reporters.
