Project Mogul was a secret 1947 programme that used long trains of high-altitude balloons carrying instruments intended to detect acoustic signatures from Soviet nuclear tests. A Mogul train was not just a weather balloon. It included multiple balloons, suspension lines, instrument packages and radar reflectors. The radar reflectors were particularly important because they allowed the balloon array to be tracked. These reflectors were constructed from foil-backed paper mounted on lightweight balsa-wood frames and held together with tape. This matters because many later discussions of Roswell implicitly compare Marcel’s account to a crashed aircraft. Mogul hardware was not aircraft-like. A person expecting metal skin, engines or mechanical components would instead find scattered lightweight materials spread over a wide area.
How Foil, Sticks, Tape and Rubber Match 1947 Descriptions
The strongest point in favour of the Mogul explanation is the degree of overlap between known Mogul materials and the earliest descriptions recorded in 1947.

- Foil-backed paper corresponds to reports of metallic or reflective fragments.
- Balsa-wood frames correspond to the “sticks” repeatedly mentioned in early accounts.

From a purely material perspective, the match is substantial. The official explanation does not require unknown substances. It requires only that unusual-looking but terrestrial components were encountered outside their expected context.
Why Marcel Thought the Debris Was Different
The case remains controversial because Marcel’s later descriptions became more extraordinary over time.
