The Government Accountability Office (GAO) search did more than review old Roswell files. It created the conditions that led the U.S. Air Force to assemble, analyse and publicly present Project Mogul as its principal explanation for the debris recovered near Roswell in 1947. Before the congressional inquiry, the Mogul connection was not the centrepiece of any widely circulated official account. What made the discovery significant was not merely that Mogul existed. The recovered project records described equipment that appeared unusually complex compared with an ordinary weather balloon. Why Mogul Appeared More Convincing Than the Old Balloon Story
The original 1947 public explanation referred to a weather balloon. The archival search revealed that this answer was incomplete because it concealed a classified programme. Once Mogul records surfaced, the Air Force argued that the apparent contradiction between the “flying disc” announcement and the later weather-balloon explanation became easier to understand.
